FLAG STATES
Port State Control (MoU) regimes rate flag states — the countries ships are registered in — from three years of inspection and detention records. A different axis from the company matrix: it rates the flag, not the company. Each regime names its bands differently (Paris: White/Grey/Black · Tokyo: High/Medium/Low), and the same country can sit in different bands at different regimes.
① A listing is a claim, not our verdict. The table below mirrors what each institution published under its own criteria — it is not a LIVERSE finding that a company is fraudulent or suspect. Criteria differ by institution and are not absolute.
② Absence from a list does not imply suspicion. As FERM states of its own whitelist, it is not a complete list, nor does exclusion mean a company should be considered suspicious.

These lists do not rate companies. What is rated is the flag a ship is registered under. Do not judge a company merely because it used a vessel of a given flag — that is not what this data is for.
