OVERVIEW
State-owned CNOOC's flagship refining-petrochemical site in the Daya Bay Economic & Technological Development Zone, Huizhou, Guangdong -- also home to a petrochemical joint venture with Royal Dutch Shell on the same site. Phase I brought 240,000 b/d onstream; a 200,000 b/d Phase II expansion (with a 1 million tonne/year ethylene unit) started up in mid-2017, lifting total crude processing capacity to 440,000 b/d.
