CNOOC's refining-petrochemical complex on Daxie Island, Ningbo, Zhejiang, expanded under a $2.74 billion upgrade completed in mid-2025 that added a new 120,000 b/d crude unit, a catalytic cracker, a hydrocracker, a continuous reformer and two 450,000-t/y polypropylene units -- lifting total crude processing capacity from 160,000 b/d to 240,000 b/d, a roughly 50% increase.
