OVERVIEW
One of Russia's largest refineries, operated by Lukoil-Permnefteorgsintez in Perm, with crude capacity of about 226,000 b/d (13.1 million t/y). Struck twice by Ukrainian drones in 2026 -- an April 29-30 attack damaged the AVT-4 primary distillation unit, and a 21 August strike (the second that month) reportedly shut down roughly a third of the plant's production capacity.
